§ 52-156. Storm drainage.

  • (a)

    The subdivider shall install an underground or surface stormwater drainage system to serve the entire subdivision. Inlets, catch basins, or open drainage ways shall be connected to an adequate outfall. Easements for open drainage ways shall be provided. The stormwater drainage system shall be separate and independent of the sanitary sewerage system, and shall be installed in accordance with the county standards and specifications. Surface stormwater drainage systems for areas where the streets are not improved with curb and gutter shall consist of one ditch on each side of the pavement. These ditches shall be a minimum of 18 inches deep with minimum side slopes to be provided at a ratio of three to one.

    (b)

    In a residential subdivision where curbs and gutters are not provided, the subdivider shall furnish the following type of improvement to facilitate roadside drainage and to assure suitable entrances for private driveways which are proposed to intersect the roadway:

    (1)

    Culverts of the types and sizes as required by the county superintendent of highways shall be installed by the subdivider at locations where roadways cross over open drainage ways.

    (2)

    Galvanized steel culvert, or equivalent, with a minimum of at least 12 inches in diameter and with a minimum of 20 feet in length shall be placed where required for each driveway.

    (3)

    A properly dipped or swaled concrete pavement, at least 14 feet in length (parallel to the street), eight feet in width and six inches thick, designed so as not to create a hazard to the under parts of automobiles, at the entrance of each driveway.

    (c)

    In the case of subdivisions for commercial or industrial use, where curbs and gutters are not provided, improvements shall be as determined by the county superintendent of highways subject to approval by the planning commission.

    (d)

    No party shall fill or otherwise block roadside drainage ditches. They shall be permitted to install field tile or other suitable conduit for roadside water providing the top of the cover over such tile or conduit is at least 12 inches below the surface of the pavement adjacent to the said tile or conduit and approved by the county superintendent of highways. It shall be the duty of the property owners to maintain all such installed tile.
