§ 52-57. Plat requirements.

  • (a)

    The applicant shall provide eight copies of each of the following:

    (1)

    A location map, which may be prepared by indicating the required data by notations on available maps, showing:

    a.

    Subdivision name and location.

    b.

    Any thoroughfares related to the subdivision.

    c.

    Existing zoning districts in the proposed subdivision and adjacent tracts.

    d.

    Existing public schools, parks and playgrounds serving the area proposed to be subdivided, and other community facilities.

    e.

    Any stormwater and floodwater runoff channels and basins related to the subdivision.

    f.

    Title, scale, north point and date.

    (2)

    A preliminary plat showing:

    a.

    The proposed name of the subdivision.

    b.

    Total acreage.

    c.

    Names and addresses of the owner, subdivider and the land planning consultant, engineer or surveyor, who prepared the plan.

    d.

    Streets and rights-of-way, on and adjoining the site of the proposed subdivision, showing the names, which shall not duplicate names of other streets in the community, except as designated by the county board, and including roadway widths, approximate gradients, types and widths of pavement, curbs, sidewalks, crosswalks, tree-planting and other pertinent data.

    e.

    Easements: locations, widths and purposes (i.e., public utilities, stormwater runoff channels, etc.).

    f.

    Statements concerning the location, type and approximate size or capacity of utilities to be installed.

    g.

    Layout of lots, showing dimensions and numbers.

    h.

    Parcels of land proposed to be dedicated or reserved for schools, parks, playgrounds or other public, semipublic or community purposes, including the approximate acreage. Each area shall be designated by letter or number.

    i.

    Contours at vertical intervals of two feet if the general slope of the site is less than ten percent and at vertical intervals of five feet if the general slope is greater than ten percent. Topographical data shall refer to United States Geological Survey Datum.

    j.

    Ground water levels stated in inches belowground surface and given at points of lowest ground elevation and a description of the surface drainage system to an approved outlet. Soil boring data and seepage tests may be required at locations and depths as determined by the commission.

    k.

    Tract boundary lines showing dimensions, bearings, angles, and references to section, township and range lines of corners.

    l.

    Building setback or front yard lines.

    m.

    Legend and notes.

    n.

    Other features or conditions which would affect the subdivision favorably or adversely.

    o.

    Scale, north point and date. (Note—The preliminary plat of the subdivision shall be drawn to a scale of 50 feet to one inch, or 100 feet to one inch; provided, however, that if the resulting drawing would be over 36 inches in shortest dimension, a scale as recommended by the commission may be used.

    p.

    Corporation lines within the tract and to a distance of 100 feet beyond.

    q.

    Existing zoning districts in the proposed subdivision and adjacent tracts.

    r.

    If septic tanks are to be used, data shall be presented indicating the soil within the subdivision is suitable for absorbing septic tank effluent without contaminating any water supply or creating unsanitary conditions. This data shall be obtained by performing percolation tests on each acre of the land to be subdivided in accordance with specifications prescribed in the state department of public health, Circular 815, and approved by the county health department.

    s.

    Preliminary plat certificates.

    (3)

    Grading plans; drainage of surface waters.

    a.

    Detailed grading plans shall be submitted simultaneously with the preliminary plat to illustrate solutions to topography or drainage problems. These plans shall show topographically and by profile the elevation of the land prior to any phase of subdividing, and any proposed changes in elevations and flow of surface water, resulting from proposed subdivision development. Such plans shall be of the same scale and size as the preliminary plat and shall be prepared in such a manner as will permit the topographic detail to be used as an overlay to the preliminary plat.

    b.

    Upon the face of the subdivision plat, certification is required by a registered professional engineer, and the owner of the land or his duly authorized attorney confirming that to the best of their knowledge and belief the drainage of surface waters will not be changed by the construction of such subdivision or any part thereof, or, that if such surface water drainage will be changed, adequate provisions have been made for such surface waters.

    (4)

    A description of the protective covenants or private restriction to be incorporated in the plat of the subdivision.
