§ 22-20. Definitions.

  • In addition to the definitions contained in the rules and regulations mentioned in section 22-22, the following definitions shall apply in the interpretation and enforcement of this article:

    Applicant —any person making application to the health department for a permit.

    Approved —acceptable to the health department based on its determination as to conformance with appropriate standards and good public health practice.

    Authorized representative —those persons designated by the health department administrator to enforce the provisions of this chapter.

    Board —the Livingston County Board of Health or its authorized representative.

    Business days —Monday through Friday from 8:00 a.m. to 4:30 p.m. excluding health department observed holidays.

    Caterer —business involved in the preparation, sale, or distribution of food and/or drink in bulk at one location and served by the same licenses business at a different location that may or may not be under the ownership or control of the operator of such service.

    Cease and desist order —a written order issued by the health department which directs the responsible person to immediately stop doing or allowing a specific action to occur. A cease and desist order may or may not include a direction to completely cease operations at a facility. A cease and desist order may include a timeframe to achieve compliance as long as there is not an imminent health hazard to public health and safety.

    Embargo —an order issued by the health department that acts as a temporary isolation or quarantine of food or equipment the health department believes or has reason to believe is in violation of this chapter.

    Health authority —the county board of health or an authorized representative thereof.

    Health department —the Livingston County Public Health Department, an agency of the Livingston County Board of Health.

    Mobile food establishment —a food service operation that is operated from a movable motor driven or propelled vehicle, a portable structure, or watercraft that can change location.

    Permit —the document issued by the health department that authorizes a person or corporation to operate a food establishment.

    Plan review —an evaluation process conducted by the health department to determine whether or not a food establishment is in compliance with this chapter.

    Servicing area —an operating base location to which a mobile food establishment or transportation vehicle returns regularly for such things as a vehicle and equipment cleaning, discharging liquid or solid wastes, refilling water tanks and ice bins, and boarding food.
